In 2014, the Centers for Medicare and Medicaid Services issued the Home and Community-based Services (HCBS) Settings Rule to ensure people with disabilities have access to services at home in their communities. The HCBS Settings Rule is intended to support inclusion, autonomy and true choice for people with disabilities and end an over-reliance on institutions. However, delays in implementation and poor communication have contributed to confusion for people with disabilities eligible for community-based services and states continuing to rely on institutional settings. SABE will be hosting a press briefing to discuss the HCBS Rule. More information will be shared after the event to educate states and encourage them to partner with advocates to enforce these rules.

GoVoter

SABE’s GoVoter project collects stories that identify issues with voting for people with disabilities. GoVoter provides assistance to improve the voting experiences of voters with disabilities, and increase the number of voters with disabilities through training using the GoVoter Toolkit.

Go Voter hosts four annual webinars to teach self advocacy leaders and P&A staff how to use the SABE GoVoter Toolkit. This “distance training” has been provided in more than 13 states. P&As and Self Advocacy groups use the GoVoter Voter Experience Survey to gather personal experiences of voters with developmental disabilities.

Self Advocates Becoming Empowered (SABE) has been awarded a grant from the Administration for Community Living to establish the first-ever national Self Advocacy Resource and Technical Assistance Center (SARTAC).

What voters with disabilities told us about their voting experience when choosing our President

 

SABE’s Voter Project just released their 2016 Report on the voting experiences of 810 voters with disabilities from 40 states.  The vote survey was done in partnership with self advocacy groups and Disability Rights organizations.  One of their jobs is to help people with disabilities with voting problems and questions.

SABE promised that they would share your honest and specific answers with election officials and legislators.  These are the people who can take what you recommended to make future elections better.

What makes this report different from others is that it had first-hand comments from voters. The voters told us that the responsibility to vote is shared:

  • the voter must prepare to vote

  • the local election officials must make voting safe and accessible

  • the laws must provide guidelines to make this happen
